Two year fixed term contract basis

Executive Librarian on a two year fixed term contract basis.

Additional Information
The office is a temporary post on a two year fixed term contract basis. The holder will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their salary and emoluments.
The holder will also be required in respect of the Local Authorities Widows’ and Orphans’ Pension Scheme to contribute to the local authority at the rate of 1.5% of his/her yearly salary and emoluments in accordance with the terms of this scheme.
SALARY (€44,849 to €55,031 per annum)
The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than inclusive salary) payable to and received by him/her by virtue of their offices or in respect of services which they are required by or under any enactment to perform.
DUTIES
The duties of the office shall be to give to the local authority under the direction and supervision of the appropriate officer such duties relating to the working and administration of the library service of the local authority as may be assigned to them.
PROBATION
When persons who are not already permanent officers of a local authority are appointed to a permanent office the following provisions shall apply, that is to say –
(a) there shall be a period after such appointment takes effect during which such persons shall hold such office on probation;
(b) such period shall be one year but the Chief Executive may at his/her discretion extend such period
(c) such persons shall cease to hold office at the end of their period of probation unless during such period the Chief Executive has certified that the service of such persons in such office is satisfactory
For the purpose of satisfying the requirement as to health it will be necessary for successful candidates, before they are appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority.
Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof.
The person appointed will, on reaching relevant retirement age, cease office.
RECRUITMENT
Pursuant to article 8 of the Local Government (Appointment of Officers) Regulations, 1974, the Minister has given directions as follows: -
(i) Selection shall be by means of a competition based on an interview and oral Irish test conducted by or on behalf of the local authority
(ii) A panel may be formed on the basis of such interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may within the lifetime of the panel be appointed as appropriate vacancies arise. The life of the panel will not be more than one year from the latest date for receipt of applications.
The local authority shall require persons to whom appointments are offered to take up such appointment within a period of not more than one month and if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them.

Required Qualifications
Character
Each candidate must be of good character.
Health
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, training, experience, etc
Each candidate must, on the latest date for receipt of completed application forms -
(a) Subject to the provisions of paragraph (b) below, each candidate must -
(i) be well educated
(ii) on or before the latest date for the receipt of completed application forms for the office, hold the diploma in Library and Information Studies of the National University of Ireland, or have satisfied the examination and thesis requirements leading to the Fellowship of the Library Association of Ireland, or possess an equivalent qualification;
(iii) have at least two years satisfactory training in or experience of library work;
(iv) possess a sufficient knowledge of Irish and English to enable him/her perform the duties of the post in both languages
(b) The requirement of (a) (ii) above will not apply in the case of an existing holder of a post of Assistant Librarian in a local authority of the State.
Age
Each candidate who reaches the age of 65 years prior to appointment will cease to be eligible for appointment.
